MACPAC contracted with Beth Waldman of Bailit Health to gain a better understanding of how safety-net providers are participating as ACOs within Medicaid. Ms. Waldman shared her findings from visits to seven diverse safety-net ACOs in Massachusetts, Maine, Minnesota, New York, and Ohio. Ms. Waldman focused on each ACO’s history, governance, approach to care management and population health, and their payment arrangements all in the context of their specific states and markets. For this study, safety-net ACOs were defined as provider-based organizations that serve high numbers of Medicaid and uninsured patients and that have entered into shared savings or shared risk arrangements with state Medicaid programs or Medicaid managed care organizations (MCOs). None of the ACOs visited assume full risk nor were they operating as a health plan.
